As of 1 May 2026, William “Bill” Toti began performing the duties of the Under Secretary of the Navy.
Previously, Toti served as senior advisor to the Deputy Secretary of War. With more than 40 years of experience in defense, he spent 26 years on active duty in the United States Navy, followed by 17 years in the defense industry. He originally enlisted in the Navy as an electronic technician in 1974 and was promoted to ETN3 prior to his 18th birthday before later commissioning through the U.S. Naval Academy.
